Regarding the Rangers supplement on the Download page, it states that Rangers can move silently, hide, and track in wilderness areas, but they get a penalty when attempting these abilities in urban areas.
What about within a dungeon? Would they get a penalty when trying these abilities in a dungeon, or do they roll at full ability?

I think they would get a penalty any time they are not out in the woods or nature.
