I was thinking something along that line but either the damage or the attack penalty depends on the shield used.
I was also thinking that on a nat 20 the victim must save vs paralysis (?) (with shield mod?) or fall prone.

It's almost the same rule I suggested in the combat options supplement I'm trying to get approved.

And I've updated this as well: shields AC modifiers have been changed and shield-splintering has been changed to accomodate the new take on shield specialization I wrote in the Combat Options thread/supplement
