The Old island Fortress second level

So in the first adventure in the Western Lands campaign book there is a two level dungeon called the Old Island Fortress. To my knowledge, the only way to way to get to the second level (which is below) is by falling down one of the many pit traps. However if you look at the map, there is a few random stair cases going up or down that look like they could lead to the second floor. Is that what they are there for or is the second floor only accessible through the traps? Thanks

I have this feeling I've answered this recently...

The stairs going down near area 5 on the 1st level come out at area 20 on the 2nd level.

The secret stairs going down between 8 and 9 on the 1st level come out at area 19 on the 2nd level.
