Um... nope I knew none of that! So now all we need to do is update the Thief Abilities table in the core rules from "Pick Pockets" to "Slight of Hand". (That was a joke, btw).

Jokes aside, it would seem a lot easier to steal from these types of pouches then to literally pick pockets.

Are thieves overly susceptible to having their pouches picked? Or less? Maybe it's a thief hiding in plain sight. It's a fashion statement that says, I can't possibly be a thief -- I have a goodie bag right here -- Who does that? -- An honest man, that's who!

Easier than cutting a purse/pouch that hangs from the belt? Maybe he's a Gray Mouser type and that's where he keeps his spell components at the ready. Or it could be artistic license:
