Just hypothetically, If you were awarding gold XP, would you count 20000GP worth of rare gems that were burned as spell components while reincarnating an elf?

I would. If they bring back the gems to "safety", I don't mind if they drink the money, buy a castle or use the money as a spell component.

If those gems didn't provide any XP before, then, I would, at the moment they used it as spell components the gems were part of their gained treasure.

I can't see why not. If the treasure got earned somehow, then it counts as exp, no matter what you spend it on.
Unless they already got exp for it, or they started out with it, of course.

Hypothetical: If you borrowed 20,000 gp from a moneylender and then didn't pay it back and fought off his debt collectors would that be considered earned treasure?

Although really, what kind of money lender would trust a group of notoriously violent travellers who make a living through grave robbery and murder to repay their debts?
