I've looked, and I am pretty good at searching, but I can not find the actual document? I see the thread where he discusses it.

Ok, i looked at smoots table and don't understand why the xp needed for lvl 2. scout ( a thief type) is tier 2 and a mu is tear 5 fot a total of tier 7. which is 2750 hp. unless scout is something higher than a thief.

Thus the Scout would use the Thief tier (tier 2) plus 1 which moves him up to tier 3.
Does that make sense?

I assumed it was something like that, but I was just scanning the document and not reading it closely.
