Tannen waits for the goblins to (presumably) move in to attack the halflings. When one of them steps into the north-south corridor, he'll step in and attack with his sword.

[OOC: Actually, I just realised that the two goblins are unarmed and unarmoured, so they are unlikely to attack the halflings. Goblin Battle in the Coastwood Caves - Round 1
[Rolls]
Initially, only the halflings and the goblins get to react as they are the only ones with a clear view of what is happening.
Goblin 1 takes one look at the halflings and immediately runs back up the tunnel towards its comrades shouting. Nivek understands its cry to be something along the lines of “Grab yer swords lads, it’s roast halfling fer dinner”.
Doughbert, his initial target having moved out of sight, instead unleashes his arrow upon Goblin 2 [roll: 2 + 1 (attack bonus) + 1 (dexterity) +1 (halfling) + 1 (short range) = 6: miss]. His overly clenched buttocks clearly affect his aim.
Paladin tries to show his fellow halfling how it is done [roll: 16 + 1 (attack bonus) + 2 (dexterity) + 1 (halfling) + 1 (short range) = 21: hit! for 3 damage]. Goblin 2 falls to the ground, fatally wounded by Paladin’s deadly shot.
If the others wish to act during this particular round, there is no time for dithering or discussion - just tell me what your character will do in response to this turn of events.

Tannen curses (in a hoarse whisper).
"Hiker, use your bow on the one that's running!"
Tannen then steps forward and being careful to not let his torch fall into the oil puddles, he uses his foot to push, drag or otherwise nudge the goblin corpse into the oil puddle, rolling it back and forth to coat it with oil and leaving it lying right in the middle of the corridor so as to make a slight obstacle and also help conceal the oil patch.
Hopefully Tannen's torch-light will cast enough light for Hiker to get a shot at the fleeing goblin.

We're in 10 second combat rounds here, so you're probably being a bit optimistic. Hiker moves towards the north-easterly tunnel, but by the time he gets there, the goblin is beyond the range of Tannen's torchlight and he can't see it to take a shot.
