Fair enough. I'm reading that as the other way around (move, then act is always the order), but you can achieve what you have asked.
In the new round, the serpents win initiative again. Your invisibility spell effectively gives you a +4 AC vs the serpent you are engaged with. It misses you. The other serpent - that was fighting the illusion - attacks as well, and also misses, although very narrowly.
You are bleeding, and the two serpents are swarming around you trying to find you in the water. You notice that one appears to have the remains of a primitive leather collar around its neck and about 2' of native style rope attached, as though it has been captive at some point.
Those up above on the pier have felt a very sharp tug on the rope at the start of round 3. They have begun hauling up. There seems to be an unexpected amount of slack in the rope...
Saracen - it is your go at the end of round 3 and then we go to round 4....

Since doing anything useful will break the spell, I swim very quickly towards the pier and declare active block against one of the serpents.

I'm not sure where "active block" is coming from in the core rules...
I am ruling that the serpents do not get opportunity attacks on you because you are invisible. So you swim at 120 up to the surface - 3x your normal move because buoyancy is assisting to propel you upward.
You think the rope as gone slack.
Next round - You beat the serpents for initiative and swim another 120 - you have gone 240 so far. The serpents swim at 150, chasing you. But they seem to have lost the trail of blood.
Round 5 - You win initiative again. The serpents are 90' behind you, sniffing about. The pier is still about 160 away, or you could just bolt for the surface in one round. The rope has broken.
What do you do?

Those on the pier, and YC, can make out a strange sight to the north-west, in the water. It looks like an island, but you are pretty sure it wasn't there when you got up an hour or so ago. Some kind of floating mass?

The splashing about on the surface attracts the serpents who steam up another 150 feet and are coming straight at you.
Round 6
Saracen wins initiative again, narrowly, and swims the remaining distance to the pier, and climbs partway onto an ancient stone pillar.
The sea serpents swim to the pier and go for an attack, leaping out of the water...and they both miss.
Apinya takes aim and fires at one one of the giant creatures, doing a mere 3hp.
What does Kanya do when she sees the serpents in round 6?
Round 7 - it looks like the serpents are going to keep attacking the elf as he climbs up the pier. After this round they probably will not be able to reach.
The villagers that were here are running away.
Everyone can act before the serpents, this round. You can't see Saracen, but you know he can go invisible. YC is now on the scene at the end of the pier, and can act.

Quick! kill the damned things! when at the top of the pier, Saracen will break invisibility and cast magic missile.

Because of what I said earlier, and the fact I couldn't post in the last days, let's say that Jaali is with Yuan-Cheng. Did we hear anything from the battle going on ? If so :
