When you think about the outcome, it's not too bad. Both pirates failed so you did the max to each.

If you had rolled really well for damage (say, 25hp) but both succeeded, you would have done less damage overall.

True. It was fortunate that they failed their saving rolls.

Question: Can Maju both command the efreeti and perform an action in the same round?

Yes, you can do both.

But, your efreeti will not throw his life away for you. He got badly injured by a lightning bolt and has hung back ever since. He also seems to be inclined to twist your orders a bit. Be careful what you ask him to do.
