All money is coin, so I image a thief would put his in a purse and tie it tightly so that it doesn't jingle when he walks.

To me, it stands out, as it attracts unwanted attention.
Also, I imagine it should probably close with a strap and a buckle otherwise it could open in a brawl...

Anyhoo as you all know that in our own world's history in Europe, belt pouches, purses and bags were the norm until the Modern Age (16-hundreds) when pockets were invented for men's clothes. Women didn't get pockets in their clothes until the 19th Cent. (They previously had discreet slashes in their overgarments providing them access to a kind of double belt pouch at the waist over the undergarments and under the outergarment.)
