the 1d3 damage seems to go with all the 0 level cantrip spells I've seen, so I think its a good equivalent.

Solo, could I get some more info on deity Tah and what he wouldn't want his clerics to do?

I know he personally hates it when his clerics go Tah-Da after casting each spell. I'm here all week!

by the book, characters do not advance any of their ability scores (I am assuming you mean the 6 abilities of STR, INT, WIS, etc.). Likewise, racial abilities do not advance (Dwarf stonework, Elf Surprise, etc)... only abilities detailed in the class descriptions actually progress (thief abilities, clerical turning, spells/day, etc).

That said, some folks do house-rule in some qualities of progressing abilities. I allow characters to advance any one ability score of their choice 1 point at each level divisible by 5 (ie 5th, 10th, 15th, etc.), and Human characters are slightly better, advancing every 4th level (ie 4th, 8th, 12th, 16th...). I also use arrays for 1st level characters instead of rolling (17, 15, 13, 11, 9, 7 arranged as desired)... so no character starts with 18 without a racial modifier. Also because of this, I use a modified ability score table...

I can go on and on with my tweaks... better to share the main part of my house rule document. Mostly just stuff that I think you might like (based on your previous posts)... expansions to character options (races, classes, abilities, etc).
The document is by no means a complete reference... it is mostly unfinished.
Is it really the end, not some crazy dream?

Were I to allow an "arcane bolt," I'd go with Smoot's version. He has analyzed the balance issues quite well.

The Churches of Tah are meant to be analogues of medieval Christianity. This alone should tell you all you need to know. The main difference between the two factions is their approach to wealth.

Stop it! Stop it! I almost spit Coke all over my computer.
The problem with doing something really stupid to impress people is that they may just be impressed by how stupid you really are.
