Do Goblins have an attack Bonus?

This is probably a silly question to some but I need some clarification on this. In the rule book it states that creatures with a 1-1 hit dice or less than 1 have no attack bonus. All the goblin creatures have a hit dice sum that equals zero. for example goblin warriors are 3-3, the chieftain is 5-5 and the king is 7-7 which all equal to zero.

I personally don't give my Goblins any Attack bonuses but I never really thought much about it.

None of 1-1, 2-2 and 3-3 are zero.
HD1-1 gives a range of 1-7.
HD2-2 gives a range of 1-14hp.
HD3-3 gives a range of 1-21hp.
HD5-5 gives a range of 1-35hp.
HD7-7 gives a range of 1-49hp.

As a rule, I just ignore the +/- if he HD is greather than 1, but you could arguably tread HDn-x as HDn-1.

So, 1-1 would be treaded as HD0, 2-2 as HD1, HD3-3 as HD2, HD5-5 as HD4 and HD7-7 as HD6.

When looking up a monster's hit dice on the Attack Bonus Table, ignore all “plus” or “minus” values; so a monster with 3+2 hit dice, or one with 3-1, is still treated as just 3 hit dice. The exception is monsters with 1-1 or lower hit dice, which are considered less than one hit die and have an attack bonus of +0.
The bonus and penalty is added to the rolled HP, not to the HD, you use only the HD value disregarding the modifier except in case of a 1HD-1 creature, other creatures are treated as for their full HD.

To clarify: 1-1 is 1d8-1 hit points, where 0 is assumed to be 1. 2-2 is 2d8-2, and so on, with the same assumption. I considered changing the dice for goblins when I wrote the game but chose not to do so; however, I tend to roll 2d4-1 as it makes goblins just a tiny bit more robust.

Thanks for the clarification! It makes more sense to me now.
