Later in the campaign, a party eventually gets direct access to Raise Dead if they have a cleric--pretty hard to survive without one. Also, I find it's pretty natural for a temple/church to offer a Raise Dead scroll as part of a reward for a quest. It's something they can make on site. Another consequence could be a pilgrimage which is a good way to move the party to another area where something totally unrelated can happen.
