I love Inkscape and use it for the basic outlines, contours, rivers, etc. on larger maps - and that way I can "zoom in" on just a section of it to create a more detailed map while still keeping the right size and proportions to these features. But can I ask how you use it to make hex maps? Do you make a hex-grid first and then fill it?

Sorry the very delayed response. In Inkscape, I use a triangular grid, with hexes centered around the center of one vertex. Then I double the grid sizing and have object centers snap to points, so that keeps my hexes on the right points. This allows both horizontal and vertical hex arrangement.
