Roll20 is fairly flexible. Some people use it ONLY for generating character sheets. You can also use it ONLY as a way to display a map; this is nice if you have an LCD gaming table and want to use "fog of war" visibility effects. If you don't want to use the built-in tracking system, you can just avoid tokens all together, or add them without linking them to character sheets.
