The primary factor is avoiding the parting shot. Holding an attack to use later is actually the secondary bit, and probably isn't detailed per se in the rules.

In the military half would retire to a new area while the others of the squad would protect their backs, then while being covered by the first half with "ranged" weapons the others would fall back... in history combatant "the" attacker uses 1/4 move first while defending the three front arcs...
