This works best for activities where the ability score is (a) the only relevant factor, and (b) very important, such that even a little bonus gives a large advantage. It's thus the opposite of the ability roll rule in the Core Rules, in that level is more important there than ability score.
I really like this.

If a character has a -1 or -2 to an Ability Score, do you still give them a 1 in 6 chance, or are the just out of luck?

Out of luck, or I bump the die size bigger, one for each point; i.e. 1 on 1d6 for +0, 1 on 1d8 for -1, 1 on 1d10 for -2, 1 on 1d12 for -3. Depends on the situation.
