Floating Disc Spell
Does the floating disc stay at waist level if you leave the ground? If you are climbing a rope up a cliff, would it follow you up? Doesn't really say, when I run into spells like this, is it up to the DM if its allowed to happen or not?

Probably going to be a GM call based upon their personal opinion.
Personally, I would probably rule that the disc remains at about waist level relative to the caster... so if he was climbing or otherwise moving in abnormal ways, it would remain basically in reach.

Staying at waist level is the intended behavior.
