Clerics of any religion can use any scroll. So, I don't see a faith component in that sense.
But the wisdom stat plays a roll. High probability of failure if the reader does not have the wisdom to be a cleric which is 9. Even higher if it's in the negative bonus territory.

All in all, I make most of the clerical scrolls of the healing kind.
There's a huge demand for those.
Uncommonly, something more weird. Rarely an offensive spells.
Unless the story calls for it.

If we go by the 24 Futhark rune I don't see "lots of similar characters", but magic alphabet may be one that explicitly avoids similar characters

For a Magic User, there is a 10% failure for casting an unknown spell from a scroll.
That's pretty common for me. I seldom place scrolls of Sleep or Magic Missile.

I think this is more based on the "unknown" part, even a known spell would have a chance of failure if based on the spell readability, unless you rule that every caster has learn the casting method of every known spell.

Then, there's a 10% per level for spells of a level higher than the highest a caster can use.

I take this as a matter of spell power and complexity.

A level 1 cleric cannot cast any spells, so I assume there's a 10% chance of failure if that person casts Cure Light Wounds from a scroll.

Clerics are exempt from the 10% failure chance from unknown spells so the 10% from a 1 level higher spell is what they'll suffer.

There are no set religions nor any rule on how they interact, but it's stated that a cleric can have his spell access limited by his Deity/Pantheon/etc.
They cast spells (and use clerical scrolls) due to their faith and clerical status.

As only clerics can use scroll, Wis 9 es the lesser they will have, even so, there is no modifier when casting from a scroll.

It seems most (if not all) of your points come from house-rulings, in that case, you are free to rule it as you like on your gametable.

Why not use the optional Bfrpg Ability check? Int modifier plus Dex modifier since what you're attempting utilizes a bit of both.
