TSGS: tools?

So far, the simple game system reflects a character's basic, innate talents and the particular skills that character may have developed. However, two characters with an equivalent total of skill and talent have more or less the same odds of success.
Is there any way for this system to reflect the advantage of a better equipped character? Or lacking the proper tools? Or other circumstances that should, objectively, dictate an advantage or disadvantage due to the circumstances of the action? What is the DM's response to a player who has a relatively apt character but is trying to shut down the Enterprise warp reactore core without so much as a screwdriver (or the assistance of Scotty)?
