Question about "Reversible" Spells
Question is rather simple, if ones learns such a spell can they use either version or must they declare which of the two versions (deity permitting in the case of Clerics) they learn? And if they later must they then learn the other version if they wanted to be able to cast both?

I rule that when learned or otherwise put into the "spellbook", both versions are available (2 for 1), unless specific prohibited due to deity or whatnot as you mention.
However, the character is limited to memorizing which version is wanted on any particular day, or use 2 spell slots if both versions are wanted on that day. Basically meaning at the time of casting, the character does not get the option to choose which variation he wants.

Similar to Smoot, reversible spell are one spell and can be prepared in one of the two possible ways.

Yes, knowing one version means you know both. You must however declare when preparing spells which version you prepare. So you guys have it right, as usual.
