No. of Attacks: 1 bite or breath
Damage: 3d8 or breath/1d6
So, does it get a tail attack? Should Attacks be "1 bite or breath/1 tail" as the other Dragons? Or should the damage be "3d8 or breath"?
The age table lists claws and tails. If it never attacks with claws, why are claws listed in the age table?
FWIW, I'd give the beast a tail attack, and perhaps claws when beached.
I'm not trying to nitpick. I really like your game, and I hope I am helping you clean up fiddly bits.

A Sea Dragon has the same physique as most other dragons, and absolutely should have claw attacks. I'm not sure tail attacks make sense in the water though.

Depends on what they're attacking. I could definitely see a sea dragon using its tail against a boat.

A dragon's tail attack is similar to a whip... the tip moves at supersonic speed. Whips have interesting physics, but one thing they don't really do is work underwater.
I know I said they have the same physique as other dragons, but all I mean by that is the overall body plan. Given that the tail isn't useful as a weapon underwater, it makes sense that it would be shorter and flatter so as to be useful for maneuvering. Similarly, their feet should have webbed toes, for the same reason.
