you can read about morale on page 49. But basically you roll moral whenever the NPC/monsters face a serious decision - at the beginning of a encounter with a party, after half their numbers have been decimated by the party, if a new element joins the encounter like reinforcements for the party, or something happens like an earthquake to change whats going on.

What does that mean then?
It means "Number (#) of attacks (at) is one dagger"

as opposed to:
"number of attacks is 2 claws and one set of teeth" or
"number of attacks is one bite or one breath weapon" or
"number of attacks is one hug"
"number of attacks is one bite plus poison"

My view is that the only dumb question is the unasked one.

So if it said # Att 1dagger 1 claw the does that mean each attack includes both? Or each attack included one of those two?

it would mean each attack would include both. using "OR" would mean one or the other like "Bite or breath"

I remember years ago I saw some modules using the format of

# attk 1
damage : weapon (1d6), claw (1d4), breath (1d4 + poison)

and thought that was a cool format that made things rather clear.
