I don't think there is an official delineation between hill and mountain. If the locals call it a mountain then its a mountain.

In the US, to be considered a "mountain," it must at least be 1000 ft. high.
But yeah, if someone calls a geographical location a "mountain" . . . it's probably always going to be considered a "mountain"

that requirement was dropped in the 70's I believe.

Well . . . that's some great (and useless) information! "It's all relative" seems to be the postmodern answer to everything. For me, I like definite qualifications and such.
Anyways, for me, I think I would qualify one by saying that it has places where you could fall off and die (or be seriously injured. That would be a mountain to me.
For a hill, that would be something that you could ride a wagon down really fast but not get hurt too bad if you overturned. That's a good definition, I think.
