Alright I made a bunch of little edits and just generally cleaned up the whole thing. Should be easier to read and a little more balanced and show accurate. Updated version available in first post.

Why do I taste cake?
Given everything I know is meme-related, I can't speak for show accuracy (The Bear (my daughter) prefers Adventure Time), but it looks to capture the essence of everything. Mixing freecasting with prepcasting is a neat tweak - and might be a reason to have high scores in your requisites.
I might steal the marks for general use. They seem perfect for background talents and traits.

While I (or more properly my children) are not into either CareBears or MLPonies, I do utilize a pseudo-faerie sort of race (Phaerim from New Races Supplement) and it seems to be the prime choice for young ladies whom I run games for. Much like disney faeries (of the tinkerbell variety), each could have a little themed perk.
So, for my family game setting, I think I may apply the idea of such 'cutie-marks' to provide a little flavor to some races. In addition to Phaerim, my elves are more faerie-ish than the tolkein-esque sort, so I might put these marks upon them as well, and I will give thought to adding such to other races that have a magical/faerie-ish background.
That said, I will likely put my own spin on this, making my own list of such minor perks, but the idea seems cool for my younger players.

I have been thinking about making a longer list of effects like the mark list and having players roll on it. It would be fun if everyone has a unique ability.
