Question:

Does a monk choose at 3rd level 2 Ki powers and they must keep them? Or do they "spend" Ki points and can choose daily how they use those two Ki points(as long as they meet level requirements).

The Monk chooses two ki powers that they then keep after that.

I modeled the way ki powers work on how "Songs" work for the Bard in the Bard Supplement. It was a direct rip-off.

There are no ki points. I didn't want to involve that much management of the ki powers. The monk just chooses the ones they want, and then uses them as they are allowed. (Some ki powers just are there; others have usage limits of some sort.) It is also intended that a Monk cannot get all ki powers. They have to pick and choose what they want.
