Maybe there is no additional gate because the town ran out of funds to complete it? A good way to endear the party to Baronet Halden Rathwynn is to provide the funds to build the interior gate?

A gate separating the baileys was planned, but never built... the Baronet has yet to convince his father to complete it, and is as yet unwilling to make major changes unilaterally.
An attack on the fort might change his mind.
