But we're not talking about this on the level of a single campaign. yes it might not fit with your idea of a campaign that shouldn't stop others from enjoying. 1warrior has said that they would be interested in this and I'm sure that many others would as well.
Also I don't really feel that the basic rules can properly encapsulate the way a class like this should be played and furthermore an seriously add to the depth of any world and will nearly always contribute to the fun of the game.
Finally Any class race or setting could be played in low medium or high fantasy. It's not about what's in the world it's how that world is played. for example Lotr could be played low fantasy and still be just as good as if it were high fantasy.

Additionally the advantages of normal classes is that you can apply quasi classes to them which is an advantage in its own right.

To me, not every class can be workable in any setting, some are really setting specific, be it for the magic level, tech level, combat style, etc.
And, again, to me, LOTR is low fantasy with no clerics and a cap on the spells power.

You can add a QC to ANY class if it fits to the concept, not just the 4 core ones, you can create a new class and then add a QC to it if a QC would be to powerful to stand alone.
You can do a QC representing the worship of dragons giving some benefits like spells and dragon like abilities and add it to the cleric, the druid or even the fighter (making him like a draconic paladin), you can make a soul bonded QC and add it to the druid, the ranger, the barbarian, and have a nature oriented character with animal related powers.
And, as you see, you'll be using both sub-classes and QC together.

I have a small proposal. How about instead of intruding our regular game, we have a roll 20 game set up for the purpose of play testing classes. It would be for people interested in making a new class or (quasi class if where going down that easier path). At the end of every session people would have fun little arguments about how everyone else's classes are op and hopefully by the end there will will 4+ balanced classes that result.

That is a really good idea and I will defiantly consider it however at the moment

Yeah I like the idea of a roll20 thread. but i would also like to say that if played properly most if not all story-lines and classes and characters can be played in any denomination of fantasy you like.
For example you could try and play a really high fantasy setting, but if the players go along rolling their eyes at every absurd little thing and are very mistrustful of super nice or wealthy kings and merchant sand people its still low fantasy and you can't change that.

I am undecided on this,as the trade-off for weapon profiency doesn't really make sense,especially in exchange for fairly underpowered spells/abilities.
Also,What exactly is a Dragon Priest?Does she Worship Dragons?Is she a priest in Dragon form?Considering that Dragons are Dangerous and Physically powerful,It makes little sense that a class taken in it's image is offensively underwhelming.
However,if refined into a Class that has equal trade-offs,It would be interesting to play as one.Maybe it could be taken as A higher tier class,To transition into at a higher level,as in a Fighter at level 15 could start gaining exp. Into the Dragon Slayer/Fighter.(At same exp. requirements for 16-20) until level 5.For every level you gain a certain ability that aids Dragon encounters,In the party's Favour.
As previously stated,These could include:Charm Dragon,Persuade Dragon,Polymorph Dragon,etc.
