Squad leader--never actually played it--is for small units. Morale is the key thing in large engagement. Historically, most of the fatalities happened after one side was routed. I take the map to be the entire half-sphere, not just the illuminated area which, I think, is there to show the observer.

In the book, the ioun stones mostly orbit and buff the user. Your stuff is different, no doubt about that. If it takes an action to power up a defense, the cost of losing one round as to be weighted out against the benefit. If it has a long duration, it might be done before the start of an encounter...

Not that I remember.

Ioun stones (from Dying Earth) are what comes to my mind.
Also, necklace of missiles.

If it's just protection from missiles, I'd suggest either a high AC bonus for a short time or a low AC bonus for a very long time.
