Sorry for not responding sooner, but I've been dealing with a few things outside of games.

As to JakeCWolf's question. I did read it a while ago and have made a few changes. And yes, the grenade pistol and the hand mortar are the same weapon.

I've been thinking and tinkering with rules for modern and space/sci-fi settings. However, my enthusiasm for it has dropped but I still hope to finish it one day.

Solomoriah is right, the target number is always the maximum value of the die being rolled. Next time around I shall try to make it easier to read and understand.
