I would probably rule:
1) Caster choice, but not a python as it has more than 4HD and that's the spell limit.
2) Cleric's turn to start attacking, if the cleric only casted the spell then they may give the attack command, after that the snakes follow the Initiative Rules.

I wonder how these calculate out and compare for the situations of the combos that do not really work like Fighter-Thief or Fighter-Cleric... would these alternate XP make these combos viable? I don't think it would break anything, it may have some extra steps compared to combo-classes and you'll have to take care of 2 classes (and compare values at each leveling up) instead of dealing with a combined class

If you rule that a petrified creature works as a magical objects, then yes, but as Leon said, Flesh to Stone is permanent, and dispel only works on ongoing/active effects.
