I look at it as a range attack option for the cleric rather than an extra melee attack option.
It's at its best if the opponents can't immediately charge the cleric.

Lareth is a male priest found with his band in a ruined castle outside the temple.
He wears a large eye on his armor.
There are number of gods and demi-gods competing inside the temple and the eye might represent more than one faction. It's complicated.

Here's a floor plan for the upper level of Uzenhold. Two of the tower arrow slits seem to be facing the cliff walls. It seems like you should limit them to 2 overlooking each road.
