I think of them as fertile.
If their mate is an elf the offspring will be an elf, and human if the offspring is human.
Half-elves only beget half-elves if they mate with other half-elves.
But that's me.

Nice, I like it.
I'd use the Thief's progression for XP, attacks and saves.
I'd limit the Bard to all weapons, no shield and up to chain mail armor.

PS There are two main reasons why I'd rather avoid Negative Levels. 1 They are used, generally, to portray a very specific thing in the game. 2.
