Dark Elf
Description:
Dark Elves were banished to the darkness of the caverns and have lived there for untold generations. They have built their own evil twisted civilization there, but some break free and seek a different path. They have the same build as surface Elves but are even more frail. They have dark black skin and pale white hair. Their eyes are also pale white, or sometimes red, blue or pink.
Restrictions:
They may be any class.
Minimum scores of 9 in Intelligence, Dexterity and Charisma.
Maximum scores of 17 Strength & Constitution.
No greater than d6 for hit points.
Extreme Light Sensitivity
-1 hit rolls in dim light (torch, overcast sun), -2 bright light (sun, light spell)
Outcasts, Reputation for Evil
Special abilities:
Darkvision 120'
Elf special abilities
Dark Elf magic:
Level 1 - Dancing Lights 1 time per day at level (Libram Magica supplement)
Level 3 - Faerie Fire 1 time day at level (Libram Magica)
Level 5 - Darkness (reverse Light) 1 time a day at level
Saving Throws- as Elf

Hey Blood Axe,
I love the idea of having a supplemental Dark Elf playable race. Reminds me of the really fun Hammerthrall http://www.basicfantasy.org/showcase.cgi?sid=59 supplement that Stephen Reeves did. In fact, I think existing race variants would be a really fun project to do on all of the basic races.
I've got two suggestions. First, I would keep the min/max requirements to one stat for constancy and playability. Regulating all of but one stat leaves me desiring some variety. Second I would check out the Dark Elves from J. D. Neal's epic Saga of the Giants http://basicfantasy.org/downloads.html#sg. Mainly for consistency but also as a solid starting place for how a Dark Elf should operate in the context of Basic Fantasy.
